Maatregelen Heuvelland Zuid-Limburg versoepeld
Het besluit om het Heuvelland af te sluiten voor dagtoerisme wordt niet verlengd. De traditionele topdrukte bij feestdagen en mooi weer is afgelopen weekenden gelukkig uitgebleven. Op basis van die resultaten acht Veiligheidsregio Zuid-Limburg een aparte aanpak voor het Heuvelland niet langer nodig. In het belang van de volksgezondheid biedt de landelijke noodverordening voldoende handvatten om in Zuid-Limburg maatregelen te treffen als dat nodig is.
Van donderdag 9 april t/m dinsdag 28 april was Heuvelland Zuid-Limburg overdag afgesloten voor dagtoeristen. Alleen bestemmingsverkeer was nog toegestaan. Dit besluit werd door Veiligheidsregio Zuid-Limburg genomen, toen het in het eerste weekend van april enorm druk bleek in het Heuvelland. De grote toestroom van groepen mensen vormde een risico voor ieders gezondheid in de strijd tegen het Coronavirus.
Stapsgewijze afbouw afsluiting
Afgelopen drie weekenden is de intensiteit van de afsluitingen en controles langzaam afgebouwd op basis van het gedrag van mensen. Tijdens het eerste weekend (Pasen) was het Heuvelland bijna overal afgesloten met hekken en toezichthouders, terwijl het afgelopen weekend mobiele monitoring en controles voldoende bleken te zijn. Omdat de grote toestroom van mensen inderdaad flink was afgenomen werd vooral gehandhaafd op de anderhalve meter afstand en groepsvorming. Die zaken zijn in de landelijke noodverordening geregeld.
Mevrouw Annemarie Penn-te Strake, voorzitter Veiligheidsregio- Zuid-Limburg, kijkt tevreden terug op het verloop en effect van de maatregelen, maar geeft ook een waarschuwing; “Ga nou alsjeblieft niet massaal weer het Heuvelland in of naar andere plekken waar het druk is. Bewegen is gezond en doe dat ook vooral, maar bij voorkeur in je eentje en alleen in de eigen omgeving. Onze inwoners hebben laten zien, dat het kan, dus ik doe een beroep op ieders gezond verstand. Alleen samen kunnen we Corona overwinnen”.
Wel controles
Het Heuvelland mag dan weer voor iedereen toegankelijk zijn, gecontroleerd wordt er nog steeds. In de aangepaste landelijke noodverordening blijven de maatregelen van afstand en groepsvorming van kracht. Daarom zullen politieagenten, toezichthouders en BOA’s erop toezien dat iedereen zich aan de regels houdt. Niet alleen in het Heuvelland, maar ook in andere natuurgebieden, stadscentra, sportterreinen, (woon)winkels en op andere plekken waar mogelijk veel mensen bij elkaar komen.
Blijf zoveel mogelijk thuis
Alle maatregelen zijn door de landelijke overheid verlengd, in ieder geval tot en met 19 mei. Handen wassen, zoveel mogelijk thuisblijven, thuiswerken en afstand houden. Veiligheidsregio Zuid-Limburg doet dan ook een uitdrukkelijk beroep op iedereen om zich daaraan te houden. Ga alleen naar buiten voor boodschappen, een frisse neus of om iets voor een ander te doen. De landelijke maatregelen om de verspreiding van het coronavirus te verminderen, werpen hun vruchten af. Dat is de verdienste van ons allemaal. Omdat we ons aan de maatregelen houden, kunnen we kleine stapjes vooruitzetten, maar de situatie is nog steeds fragiel. Dus houd vol!
The decision to close the Heuvelland area for day trips will not be extended. Luckily, during recent weekends the crowds that are usually seen on public holidays and in good weather did not materialise. Based on these results, Security Region Zuid-Limburg considers that a separate approach to the Heuvelland region is no longer necessary. In the interests of public health, the national emergency ordinance provides sufficient tools for Zuid-Limburg to take measures if necessary.
From Thursday 9 April to Tuesday 28 April, Heuvelland Zuid-Limburg was closed to day trippers. Only local traffic was still permitted. The decision was taken by the Security Region Zuid-Limburg when crowds of people were attracted to the Heuvelland in the first weekend of April. The large influx of groups of people created a risk for everyone’s health in the fight against the coronavirus.
Gradual relaxation of closure
Over the past three weekends, the intensity of the closures and the checks has been slowly reduced in response to people’s behaviour. During the Easter weekend, the Heuvelland was closed off nearly everywhere, with barriers and monitoring staff, while last weekend, mobile monitoring and checks turned out to be sufficient. Because the influx of people had declined significantly, enforcement was concentrated on the 1.5-meter distance rule and the ban on assembling in groups. These matters are regulated in the national emergency ordinance.
Security Region Zuid-Limburg chair Annemarie Penn-te Strake looks back with satisfaction at the way the measures were introduced and enforced, and their effect, but she also issues a warning: “Please do not go in huge numbers to the Heuvelland again or to other places that are busy. Movement is healthy and it is important to take exercise, but preferably on your own and only in your immediate area. Our residents have shown that this is possible, so I appeal to everyone’s common sense. Only together can we defeat corona.”
Checks will continue
Although the Heuvelland is once again open to everyone, checks are continuing. In the amended national emergency ordinance, the measures on distance and assembly remain in force. For this reason, police officers, monitoring staff and special investigating officers will ensure that everyone adheres to the rules. This is the case not only in the Heuvelland area, but also in other nature conservation areas, town centres, sports fields, large outlets such as home furnishing stores, and other places where large numbers of people might come together.
Stay at home as much as possible
All protective measures have been extended by the national government, at least until 19 May. These include hand washing, staying at home as much as possible, working from home, and keeping your distance. Security Region Zuid-Limburg is therefore calling on everyone to abide by the measures. Only go out to do shopping, get some fresh air or do something for another person. The national measures for reducing the spread of the coronavirus are bearing fruit. We all deserve credit for this. Because we are keeping to the rules, we can take small steps forward, but the situation is still delicate. So please persevere!
